To answer both questions - first one, yes, it have full 64kb of RAM but 
part of the space are taken up by ROM which is 24kb, You could check out 
the memory map of the system memory.

Second question, I do not know how to do it, it have to be done in a 
machine code program.

P.S. I own a orignal TS2068 with Aerco disk drive system and a Tandy 
color CGA monitor

I have a Timex Sinclair 2068.  I know nothing specific about it.  Some 
of you are experts.

Here is my question:
Does it really have 48K RAM, or does it actually have 64K of RAM?

If it actually has 64K of RAM, how would I bank-switch it to an all-RAM 
configuration?

Sure, if you install a memory expansion cartridge or similar. I understand you
could buy these as cartriges at one time, and it is also possible to make an
internal expansion.

It has 64K of address space, not 64K of RAM.
